I go to play a game on steam and it says I need opengl 2.0 or bigger to open the game and that I have 1.1opengl 2.0. How do I update? Links?

You do not just download OpenGl 2.0. It is a function of the video card you have (which is not removeable or replaceable) and the drivers written for it. We need your exact model laptop to figure out if you have hardware that is capable of supporting OpenGL 2.0 and likely but not 100% sure, the answer is no.

This is the info I found. Is my pc able to upgrade to opengl 2.0 or anything else to play the game

It is Intel 4500 Mobile which theoretically supports OpenGL 2.0 but the stock Intel and HP drivers will not have it enabled.

You are going to have to poke around the internet and see if you can find a modified driver I am afraid. Above link will give you a start.
