Hi,

My laptop battery is down. And when i plug my charger into charging port, charging light turns white to orange sudden and rapidly start bilinking orange untill i plug out charger. And also laptop doesn't turn on

Check the output of the AC adapter. If it is bad then it appears the battery has fully discharged and you need a new AC adapter. If the AC adapter is good, then you have a bigger problem likely the motherboard.

What will be criteria of checking adopter? Voltages or something else? 

How much voltages are good.

And i am using dell adopter.

I certainly do not recommend using a Dell adapter. 19V and  4.74 amps (90w) or 18.5v and 6.5 amps (120 Watt) would be the right power. Dell 130w adapter has a very similar plug but is 19.5 volts and would likely damage the laptop if you use it very long.
