I have an HP Spectre 360. I find that the USB ports shut down in power saving mode (I presume) when I am using them and it takes quite a few minutes to restart them. This seems to be a problem primarily when I am using USB key storage devices. I have unselected the 'allow computer to turn off this device to save power' in two locations in the device manager for the USB ports. It does not seem to have made any difference.
I would like to have the USB ports not power down at all, since it is very inconvenient and quite frustrating working with this power saving feature. I could not locagte any posts that deal specifically with this issue.
Is there any other place where the power saving options for the USBs can be changed in the control panel?

Welcome back to the HP Forums!
I have read your post and understand that you would like to keep the usb ports on at all times on your HP Spectre x360 13-4150ca. I am happy to help you resolve this issue. Please follow these steps:
Managing Power options
1. Using the search on the task bar, type in "Power Options"
2. Click "Create a power plan" on the left
3. Select the plan you want it to reflect the most, name it and then click "Next"
4. Choose the basic power options and click "Create"
5. Click on "Change plan settings"
6. Select "Change advanced power settings"
7. Scroll down and click the "+" beside "USB settings" and then beside "USB selective suspend setting"
8. Change the setting to "Disable"
9. Click "Apply" and then "OK"
This will allow a single USB port to remain on when in sleep mode, it will shut off if power is completely shut off on the notebook.

Thank you for the suggestion FlashRam1714. I followed your instructions and found that the power option that I created did not work any better. When I selected the USB suspend setting it automatically showed and then chose the 'disabled' settings I had already changed to using the device manager settings directly.
Using the new power plan the power is still shut down to the USB ports when they are not being used, The power to the port comes on quickly as (it did previously) but it takes a full 2 minutes to establish communications with the port. When the port isn't being addressed directly (even if a storage key is in it) the power switches off in about 30 seconds.
