I have a HPdv5-1155 eo which is not starting up, the leds caps and num locks are blinking 1 / 3sek all other leds are flashig whith steddy light. Is there any chance to recover the CPU whith a factoryrecovey. The disc and dvd reader is working but BIOS ???  Is there any help, please.

Odds are very, very good you have a failed motherboard.

The processor is almost never the problem....it is 98% of the time the motherboard regardless of the blink codes. A system restore will not fix any hardware issues whether it is the CPU or the motherboard. Can you get into the BIOS by tapping F10 as you power up?

I have no respons at all, with f10 or any f-tangents. And I cant get in to BIOS either.

The motherboard can be replaced. HP will do it for a fee outside warranty. Figure maybe $300-400. You can buy a replacement board for $100-150 and DIY, or have a local shop do it if you have one nearby. The board can even usually be repaired and there are eBay vendors who specialize in reworking HP motherboards. If you can remove the board and ship them just the board, the cost can be as low as $60-100. Post back if interested in any more information. I don't have any affiliation with any of these places, by the way, just providing information. I can help you find the part number, etc. if you wish.
