I am getting the RAMDISK_BOOT_INITIALIZATION_FAILED Blue Screen. It tries to recover, but returns to the blue screen of death. Effectively I have a very expensive paperweight. It happened AFTER I upgraded from 8.0 to 8.1 What do I do?

The BSOD you are experiencing, when broken down, indicates it cannot boot probably because of an issue with RAM. That does explain why this happened after updating to Windows 8.1.
To fix it, you will need to get a version of Windows (preferably Windows 😎 on some form of external media so you can boot from it, and install a fresh OS. If you want to use an ISO, this post has all the information you need on doing that: How to Boot to an ISO DVD or USB? How to Change the Boot Order?
If it were up to me, though, I wouldn't use an ISO. I would buy a Windows 8 Microsoft CD (or borrow one from my friend because I'm cheap) and install Windows with that CD. Then, would just have to reinstall all the drivers from the HP website.
Also, you mentioned in your previous thread you were having a "System Error 90b" error. To troubleshoot that issue, please try the steps in this HP document: System Fan (90b) error message on startup
This document contains troubleshooting that can resolve the issue, such as cleaning the notebook. These steps could help resolve the issue. As well, this error can occur when the proper chipset drivers are not installed, therefore the computer isn't using the cooling system correctly. This can be a result of upgrading to Windows 8.1.
