Hy, I think, I found a correct solution to this problem !
First you have to find "Control panel > Network and Internet > Network connections" panel
(On my computer: Control panel > Network and Internet > Network adapters setup)
on this panel choose "Wi-Fi" adapter
When I am close enough to rooter, and the connection works, chose "Properties" button
In this panel choose for "Ralink RT3290 802.11bgn Wifi adapter" the "Setup" button
I choose "Special" panel
In this panel for the "Adhoc support 801.11n" for me the value was "Disable" - change it to "Enable".
(I think, that the problem was solved by the Ralink RT3290 support team and not by me, but the computer setup did not enable to activate the solution)
For some moment the Wifi connection was lost, and I saw, that the computer is doing something, but after it the connection is working even in poor Wifi environments.
I think, that the working network connection is needed for the computer to be able to fix the problem, so if there is no wifi connection, try to fix the problem through cable ethernet connection ...

Allrighty!!
None of the above worked for me.
Im on Win10 Home 64bit
You need to manually install the driver.
Download sp64825.exe from HP. This is an older driver and the one that worked for me.
http://h20564.www2.hp.com/hpsc/swd/public/detail?swItemId=ob_127280_1
Type: Driver - Network Version: 5.0.37.0(13 Dec 2013)
Operating System(s): Microsoft Windows 8.1 (64-bit) Microsoft Windows 8.1 (32-bit)
after installing the file, go to the folder it unpacked to. do the setup. Then after completing it still didn't work for me, which seemed weird. Perhaps this was all it took for you to make it work, in which case, congrats.
I. however, went to Device Manager and then selected this as the driver location for the Ralink Adapter
C:\SWSetup\SP64825\drivers\Win8Blue\x64
if you've done it right, you'll see two options to select. select the Adapter. and that's it.
Hope it worked for you.

I followed the steps given by phantom except step 5 as the previous program was already uninstalled from both device manager and windows program uninstall in step one itself. THe driver is installed but it is not able to connect to Windows 10. Using R074 TU noteback by HP and Windows 10. Any help here?
Also, I can add one step here: I was helped by this link to enable an Administrator account in Windows 10. My normal account, though having admin rights, was not allowed to install the program where the link was given by Phantom456 - trust useful for someone with same issue
