Connect the external power adapter, remove the battery and presss the power button.
Does the notebook boot to the Windows logon screen now?

I tried removing the battery , plugged in the AC but still it shows power light on and caps lock light on and the AC light blicking . I did press the power button on for 20 sec but the laptop won't boot up or power on.

If the battery is removed and the AC power led still blinks, there is a problem with the power adapter.
If the AC power led stays a solid color, that means the power supplied by the power adapter is ok. It is a diagnostic indication.
Does the battery charge when the notebook is turned off and the battery is inserted?

I am having the same problem. The AC power plug light blinks on and off. The power button - solid light, the CAPS solid light. Same lights with a battery, only AC plugged in, with AC & Battery.
I called HP Warranty and they are sending out parts for system board and also the AC plug-in parts.

If a hard reset does not help, then that is likely to mean that the systemboard has failed.
