No need to post videos or pics, I am aware of the situation.
Please, clarify:
- despite the error can you boot your PC to Windows desktop (like normal) now ? Or it fails to load now ?
- what is your HP full computer model and product number (PN). You can find them here >> http://support.hp.com/us-en/document/c00033108 ?
- what is your operating system now - Windows 8 ? Was it ever upgraded to Win 10 ?

The impotent thing is to still keep the fils , the system work was to reinstall all system programs and keep fils , but anyway the main is to fix this problem and get my pc back , I can sure send you a video on email if you want

Hello,
I will post you instructions how to extract your files and to save them on external device. There are several ways you can do it but I suggest you try this one:
You will need :
- either 1 empty/blank USB thumb drive OR 1 empty/blank DVD disk
- Linux based operating system - free to download - e.g. Ubuntu or Linux Mint
You can directly download Ubuntu Desktop from Ubuntu's web site:
Download the x64 ISO > https://www.ubuntu.com/download/desktop
Once ready, you need to write the ISO to make a bootable media (e.g. bootable DVD or USB drive). Here is how:
* How to create bootable ISO on USB device >> http://www.ubuntu.com/download/desktop/create-a-usb-stick-on-windows
or
* How to write ISO to DVD >> http://www.ubuntu.com/download/desktop/burn-a-dvd-on-windows
When ready with the USB drive or with the DVD:
* Ensure Secure Boot is disabled (if applicable for your model)
* Ensure Legacy mode is enabled (if applicable for your model)
* Save the UEFI/BIOS changes.

Eventually, please, shutdown the computer using the power button.
Insert the Ubuntu USB thumdrive or the Ubuntu DVD prepared previously
Power on the PC.
As soon as you press the power-on button, keep hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu which may look similar to this one
Choose F9 to open Boot options. Select the thumb drive as boot option.
Follow the on-screen instructions to run Ubuntu (not install it but try it).
Ubuntu should load. You can try to see if it will be able to mount your existing HDD. If possible, you may be able to browse your files and copy what is necessary to a online Cloud storage service or to another device.

In order to fix the issue you will need original HP recovery media. It seems like your internal one is not working as you cannot complete the Reset.
You can purchase the recovery media for your specific PC model from this web site >
This company is HP partner in Europe and they ship to several EU countries.

Eventually, you can reinstall your apps and copy back your files.
Make sure you update your drivers using the Device Manager method only > http://support.hp.com/us-en/document/c03330139
Once drivers are updated and work fine, you should not update them from time to time unless you experience some issues. Updating just for the cause of updating and just for using the latest verson is not a solution. Any kind of update (no matter for what and who relesed it) can fix 2 issues but may introduce 10 more issues.

Well, it's up to you but if you want to reinstall back Windows 8 (8.1) and to restore the PC to the factory default condition, then Yes, you will need to since the recovery partition is not working. There are also other ways to do it but they are all illegal so I won't teach you how to do it.
Seriously - when the PC originally arrived, it had an option inside to create your own free recovery media so that it case you need to reset to default condition and if the HDD partition option was not working, then this recovery media could have been used. Additionally, Windows Vista/7/8 and 10 have built-in System Back image option to create free unlimited images (mirror copies) of your HDD a....
However, since this was not done before the incident and if you want to reinstall back Windows, then I think you will have to spend the money. I strongly recommend that you keep these recovery media and also start using the built-in System image options in future so that you avoid having to reinstall Windows in case of an incident.
** off-topic ** Personally, I stopped spending money on Microsoft operating systems about 3 years ago. I use Windows based on subscriptions from my employer [whenever necessary and primary on virtual machines] and I use GNU/Linux based operating system
