Hi,
Which is this laptop? Full model name?
If it came with Windows 10 pre installed, most likely reason for recovery partition to be rendered useless is automatic Windows Upgrade. New Windows build might have got installed and this makes recovery partition disabled and HP recovery partition unable to be used to factory reset.
You ought to have created HP Recovery USB using HP Recovery Manager just after initial setup of this notebook. Did you do this?

This laptop did not come with any Windows operating system from factory

So there will not be HP recovery partition at all in the first place.
How did you install Windows 10 in this notebook?

I've explained to you the facts based on what is available at my end. I've given you HP website link to verify.
I'm not seeing this laptop coming with any Windows operating system from factory.
Even then if you're confident enough that this laptop indeed came with Windows 10, please contact HP technical support directly and ask for assistance as you're still within warranty:

Order recovery USB from HP, if built in HP Recovery partition is not working: https://support.hp.com/in-en/document/bph07143

From my searches through HP websites, your laptop didn't come with Windows 10 from factory. If you contact HP technical support directly, they would be able to clarify this.
Since you've not created HP Recovery media just after initial setup of your laptop that presumably came with Windows 10, and since HP recovery partition is not working - you only other option is to order HP recovery USB specific to your model from HP for factory resetting your laptop.
