Hi,
I would highly suggest you to perform a clean install of Windows 10 Home if your Stream notebook came with Windows 10 Home.
Mostly HP Recovery partition may have got corrupted after Windows upgrade.
Perform a clean install: https://www.tenforums.com/tutorials/1950-clean-install-windows-10-a.html
Disable secure boot from BIOS setup, plug in bootable USB, change boot order to USB by tapping f9 key as soon as you power on laptop...boot into USB and install.
Windows will be automatically activated after installation while connected to internet
