I think I've fixed the issue!
1) Press windows key and type "run"
2) Type "devmgmt.msc" in to the "Open" textbox and hit return
3) Expand the "Display adaptors" and right-click the device (e.g. in my case it is Intel(R) UHD Graphic 620) and select "Uninistall device"
4) You should be prompted to Restart your machine once the device is uninstalled. Go ahead and restart your PC.
One more thing. My system always automatically updated the driver from "Microsoft Basic Display Adapter" to the "Intel(R) UHD Graphic 620)" driver, after uninstalling. This reintroduced the problem. So I needed to disable the automatic driver updates following the instructions in the following link:
