I fixed it. I had to update the BIOS first from F56 to F56A. After that the BIOS started saving the settings.
Now the most unexpected and important nuance: when you are restarting for the first time after turning secure boot off, pay attention to the small notice saying you must confirm saving this setting by entering a shown PIN-code + enter, otherwise those new settings in the BIOS are cancelled.

Taking a step back, it would be nice if BIOS updates didn't make system breaking changes to settings.

Hiya, on startup tap F8 or F9 depending on your computer...you should be able to enter your bios. Edit this and change secured boot to legacy and save changes! After this don't let HP do there auto update cancel this and good luck.
