Settings has disappeared and not responding to manual reset on how tablet

How Android tablet
I have lost my settings app on my house Android tablet. Tried to do a Manuel factory reset but when I hold down the power button and up and down buttons nothing happens. I need help on how I can get the settings app back!

I tried the reset on my HP tablet with it off and pushed power button and volume up button but a weird arrow sign comes up then tablet won't shut down or come on! Settings app has disappeared.

I plugged HP tablet in and charged over night and it came back on but still won't let me do a Manuel factory reset. Settings button has disappeared so don't know how to get it back!
