I purchaced two touch screen Notebooks. Model 15-1222WM.
Both my computer as well as my husbannd's only work less than half the time. They are slow, unreliable, freeze constantly and at times both will take 10-15 minutes to get past the login screen. These are the worst laptops I have ever seen. Is there anything that can be done to make these laptop function properly?!

You wrote your model is Model 15-1222WM but I am unable to find such model. The closest I could find is HP-15-f222wm

If HP-15-f222wm is your correct PC model, please note that you cannot expect top notch extremely fast performance from a PC less than 300$. The specifications of the PC are good for low level class device suitable for simple office work, home web surfing, videos, pics, etc. Everything is good but the HDD is a bit slow (5400 RPM model) and if you want you may consider upgrading to SSD. SSDs are way faster, more repliable and lighter. More info on SSDs:

With regards to the concrete sitation, here is my advice on what can you do to improve the sitation.
1. Your computer comes with McAfee preinstalled. This is known to be slowing down some PCs.
Uninstall McAfee from Control Panel > Programs and features. Restart the PC
Download and run the McAfee MCPR tool to completely get rid of it and its leftovers > http://us.mcafee.com/apps/supporttools/mcpr/mcpr.asp
-- Leave Windows Defender only (MS built in AV) and Windows Firewall -- If you do not trust them or if you do not like them, we will fix it later
2. Ensure your Windows is fully updated. Go to Start > Settings > Update and Security section and run Windows Update to ensure all the updates have been downloaded and applied
Note that Windows 10 could slow PCs during Windows Update and it updates itself automatically whenever it finds it appropriate. Your PC has an image that is not the very latest (a.k.a. it was not produces yesterday) and the PC will need to update itself. 3. Uninstall any unneeded 3rd party application which you believe you will not use
4. Download and run CCLeaner (from Piriform) with the extra options checked

5. Optimize

Scan your PC for threats and unwanted/unsafe applications - remove if anything found.

I do NOT expect a computer that costs $300 to be TOP notch. However, I expect it to run properly. I am not gaming, dowloading, etc. I am simply checking emails and browsing (as is my husband on the 2nd computer). I was told when I purchaced both that they would "work great" for what we were using them for; which is ainly browsing and email.
I am going to take it as over a $600 loss and switch back to Sony. I have recently read poor reviews about HP. The reviews state that the quality of HPs has declined significantly over the last couple years. I can vouch for that. My sister purchaced an HP for nearly 1k dollars and she is experiencing so many issues with it that she has decided to give it away and buy another brand.
Yes that is the correct model.
I tried all of your suggestions. Unfortunetly, nothing has helped. Though I do appreciate that you took the time to assist me. Thank you for trying to help.

I see that WALMART sells them for $293 US (plus taxes).
Having the "touch-screen" has increased the price from a "base" model.
Those are good elements -- similar to my desktop (4 CPUs, 3.2 Ghz, 4 GB RAM, SSD) that I am happy with.
As others have said:
* uninstall Macafee, to "revert" to the built-in Windows Defender anti-virus;
* run Windows Update to apply all the latest security-updates;
* don't try to use the computer for "useful" stuff until Windows Update has completed;
* consider upgrading to a SSD (Solid State Disk) device.
What's the speed of your Internet connection?
If "too slow", namely less than 5 Mbits/second, Windows Update (and your web-browsing) can be affected.
