I have an HP Envy Touchsmart IS-j052nr Notebook PC, running Windows 8.1. When I use Skype, either through a headset or through the speakers, I am having problems with static. It sounds clear when I am speaking and when the person on the other end is speaking, but if the person on the other end does not talk for several minutes, then the static noise gets louder and louder (like hearing a huge rainstorm of falling rain) until the other person makes a sound again. The other person can also hear the static.
Is there a new driver I can download to resolve this problem? When I scanned my computer on the support site there were no audio drivers I was missing.

Welcome to the HP Support Forums! 🙂 I understand when you are using Skype on your HP Envy Touchsmart IS-j052nr running Windows 8.1 you are hearing static, whether using headphones or the speakers. Now are you only hearing the static noises when using Skype, or whenever you are using headphones or require sound from the speakers?
After some research on the Skype Support Forums, I have seen a few recommendations which I would like you to try to see if that reduces/removes that annoying static sound. Please follow the steps listed below:
1. Sign into Skype
2. Go to Tooks > Options > General > Audio settings
3. Uncheck Automatically adjust under the Microphone and Speakers sections
4. Set volume to your preference
5. Save and restart Skype
If you are still experiencing the static noise, I would like you to continue here: Skype Audio Problems Trouble Shooting
Please reply back with the requested information, if the static noises are still there and it is only when you are using Skype, I recommend going to the Skype Support Page as they would be able to better assist you.

Thank your for your suggestion. I first reinstalled the audio driver, which seems to have fixed the "raining" sound in skype, but then the volume was too low for anyone to hear. I had already unchecked the Automatically adjust setting. I then upped the microphone audio setting and now everything is working as it should and the other person can hear me.
