Stream 11
Microsoft Windows 10 (64-bit)

I am unable to get the PC to boot from USB pen drive.

I made a backup of entire HD using Partition copy software to external USB and wanted to confirm I could use this backup to restore my system but I am not able to get the PC to boot from the USB pen drive.

Am using a USB/SD card adaptor in the USB port with new Samsung 32 GB class 10 SD card. I can view the contents of the USB drive with Windows Explorer and both the partitions and contents appear OK.

I set the BIOS boot sequense to External USB drive as first but I get an error message about unbootable device on startup.

HP does not support third party software such as Partiton Copy.

You could try putting it directly on an USB and not on a SD Card.   Here is a link from microsoft-news.com on How to create a bootable USB drive for Windows 10.

Here is a link to  HP PCs - Creating and Using a Microsoft Recovery USB Drive (Windows 10)  that may also be helpful.

You didn't give very much in the way of details, but as was mentioned in the above post,  the USB drive needs to be bootable.  If indeed that is what you did, make sure that you change the following settings in BIOS as noted in my thread below, to at least get the USB drive to be recognized at boot.

http://h30434.www3.hp.com/t5/Notebook-Boot-and-Lockup/Linux-live-boot-up-issue-Some-distros/td-p/539...

In my case the problem is that only some Linux operating systems will boot on the HP Stream, although they work on other desktops, so you might also want to test your USB drive in a different computer as well.
