Stuck on start up after failed reboot

Hi I was wondering if I could get any help, I wanted to clear up space so decided to reset the laptop. I backed up all my files on a usb and proceeded to reset it but it failed. I tried to reboot using my flashdrive and none of my files should up, the folder Location was there, yet empty. I tried to turn it off and pressed the power button. The laptop turns on but then goes to a black screen with the hp logo on it, goes black and then goes back to the same screen. What do I Do??
