A man's voice is ON constantly. How do I turn it off.

Don,
If it is the Narrator you're having issues with,
Open charms bar
go settings -> change pc settings -> in settings go to ease of access
go to narrator and turn it off
OR
Open Control Panel -> Ease of Access -> Ease of Access Center -> Explore all Settings -> Use the computer without a display.
Uncheck the checkbox by Turn on Narrator and click Save.
