I have a HP Envy m6-1205dx, bought a few months ago. In the past week the left side of the trackpad started to "bubble".

There was litterally an air bubble on the left side, it wasn't really a problem, it was small and it was out of the way, and didn't seem to affect the way I used the trackpad. Today it was alot larger than before, and it started peeling off. It basically looked like the protective plastic that came on the screen and on a couple other parts of the laptop.

Is this supposed to come off? Or it it something that wasn't supposed to come off?

Plastic film, attached with nothing more than static, is frequently used to protect fragile parts of a computer after it is manufactured.  The same film is used on computer screens, phone screens, and all sorts of plastic and glass surfaces to protect these from accidental damage.  It is intended that the film be removed by the consumer -- you -- after the product is purchased and taken home.

Whether or not that is what you have on your TouchPad is impossible to tell for certain:  If the thin sheeting peels off easily and leaves a clean, residue free surface underneath, then it is probable that you have finally removed the last little bit of "packing plastic" that was used to keep your notebook clean and scratch free while it was in transit.

The other place people frequently forget to remove the plastic film is around and on the webcam.  The thin, almost invisible film is not easily seen until one tries to use the webcam -- and realizes that the quality of the picture is far worse than one should expect from a HD camera.

I hope this helps.
