It quit working about a month ago. No software or hardware changes. I tried all the steps in the hp support page given. When I get to the spot where it says to open mice and other controllers in device manager, the USB touchscreen controller (C04D) is not listed like it says in the guide.

I don't think you are reading what I said. I tried all of this already. My question is if you look below and see where it says expand mice and right click on USB touchscreen controller. That is not listed when I expand mice category. How do I install this if it is not listed?
Update the touch screen driver in Device Manager (HP 15-abxxx, 15-acxxx, 15-adxxx, 15-afxxx, 15-ajxxx and 15-fxx)
Reinstall the original touch screen device driver that came installed on your computer using the following steps:
In Windows, search for and open Device Manager.
Expand Mice and other pointing devices.
Right-click the USB Touchscreen Controller(C04D).
Select the option Browse my computer for driver software.
Select the option Let me pick from a list of device drivers on my computer.
Select USB Input Device, and click Next.
Follow the onscreen instructions to install the driver.
When driver installation is complete, confirm the touch screen is functioning properly.
If the touch screen still does not respond after reinstalling the driver, continue to the next step.
