Hi, I have the same problem. Whenever I try to open Cyberlink Youcam it says that I don't have the right VGA hardware, but it used to work fine. I don't know what changed.
My computer info:
Manufacturer: Hewlett-Packard
Model: HP 15-R204NE
Processor: Intel(R) Celeron(R) CPU N2840 @ 2.16GHz 2.16 GHz
System type: 32bit
Product ID: 00426-OEM-8992662-00010

Thank you for visiting the HP Forums! A great place where you can find solutions for your issues with help from the community!
I came across your post about the Notebook, and wanted to assist you! I have looked into your issue about your HP 15-r204ne Notebook and issues with Cyberlink YouCam. Your system came with Windows 8.1 64 bit and I see that you have installed 32 bit. This could be causing issues with the Software. Try checking your Drivers first.
In the Device Manager, click the arrow next to Display Adaptors to expand that category
Right-click on Graphics and select Update Driver Software if more than 1 Graphics adapter do 1 at a time.
Choose the option to Search Automatically for Updated Driver Software.
The Notebook should find and automatically install the updated driver
After the installation is complete, restart your Notebook.
I would start by uninstalling the YouCam software. Here is a link to a download for a version with Windows 7 File name: sp71830.exe
Here is a document that shows you how to test the functions of the YouCam after the uninstall and reinstall. It also gives you many troubleshooting tips for the WebCam.
