I have been having a similar issue on my HP Elitebook 8470w where Virtual machines that had been working stopped with the error message indicating the VT-x feature was disabled.

The VT-x feature is definitely enabled in the system bios

I recalled that I had enabled HyperV in Windows 8.1 a few weeks back through Add Remove Programs and Features. I removed HyperV and the VM machines that gave this error now all start.
