Hi:
It depends on what you need your notebook to do. Do you need bit locker to encrypt files? Do you need to run XP mode? I don't even know if the mini 100 can run that. Will you be setting up a network domain or just a home network? Do you need to run your OS in more than one language?

Only you can decide what OS is best for you based on your PC specs, and what you intend to do with it.

If you use the 32 bit version, yes it can.
General requirements:
If you want to run Windows 7 on your PC, here's what it takes:
1 gigahertz (GHz) or faster 32-bit (x86) or 64-bit (x64) processor
1 gigabyte (GB) RAM (32-bit) or 2 GB RAM (64-bit)
16 GB available hard disk space (32-bit) or 20 GB (64-bit)
DirectX 9 graphics device with WDDM 1.0 or higher driver
These are things that you have to know your computer has to use Bitlocker and XP mode with Ultimate though...
BitLocker requires Trusted Platform Module (TPM) 1.2
Windows XP Mode requires an additional 1 GB of RAM and an additional 15 GB of available hard disk space.
So, if you get the 32 bit Ultimate, you would have the additional 1 GB of memory required to run XP mode.
