Webcam Turning On Automatically Even Though Switch Is Off

My HP laptop Spectre X360 's privacy camera switch is off, but still, the camera is turning on by itself (showing LED on) and most of the time the camera on-off symbol is appearing on the screen and disappearing. I tried the system scan with Malwarebytes and removed potential threat files still the problem is not resolved.

Check to see which programs are listed in "Startup" - there may be an application that has permission to use your webcam (camera) and that application is starting when you log into your computer.

go into setting>camera privecy settings and check wich program has permition or disable "allow apss to accsess your camera settings
