I figured it out! Use new Windows 10 shut-down... we've been using old Windows 8.1 shut-down. Do not right click Windows logo (lower left), just tap logo... up comes Windows 10 Life at a Glance. See Power (lower left), tap and up comes new Windows 10 shut-down, sleep, restart. T

ap shut-down. Light goes off. Sigh of relief!

i solved this shutdown problem by 1. down grading IME 11.0.0..1146 TO 9.XXXX as told in this blog and 2. i solved slow startup of laptop by reinstalling AMDA grapich drivers as suggested in HP pavilion site . now my pc is working like brand new pc and its fast . problem is not with win 10 but IME DRIVERS AND GRAPHIC DRIVERS which i solved succesfully.

I tried both when I had the problem, and power off from lock screen. and they all intermittantly hung.

You are right... my solution does not work 100% of the time... the light-on problem still exists. !?

To state the obvious, why can't HP or MS  fix this problem.

I am not a PC tinkerer so I would rather the big boys fix it.

I paid for my HP laptop and updated to windows 10 and have a shut down properly problem

It's not good enough - HP/MS.

Now if 10,000 posters  posted something similar to my message, perhaps we could get some action.

Anyway, that is my fix!

Because it's Intel who are messing up and sitting on their thumb.

you have to downgrade intel managment interface engine to 9.5.xxx version , it will only solve this problem . this is the only solution for this problem. go to hp site identify your pc or laptop install software/drivers recomended for your laptop.

this is the only solution for 'windows 10 not shutting down completly'.

previously hp support assistant is used to tackle these problems , it used to install required and latest softwares or drivers automatically. at present in windows 10 it is not working properly .  when i check for updated drivers in hp support its not showing any updeates , when i checked in HP website i am seeing updated drivers for my laptopn for windows 10.
