I tried pretty much everything suggested here.

Downgrade intel driver. Result: froze up my computer when I ran setup.

Change the bios setting to disable some intel sh..

Disabled fast startup under power options.

None worked.

I am on the verge of switching to mac. How can two big companies like hp and microsoft can`t see this coming before they release sofware.  I have an hp envy x360 that I bought this year.

This is an intel-microsoft problem not an hp-microsoft one
And the only solution is downgrading IME to 9.5.xx at the moment. It is solely upto intel to update their drivers which they are not doing for a reason unknown 😕

Microsoft tech fixed this for me today. It is the "Intel(R) Dual Band Wireless-AC 7260" Network adapter settings.

Right click on the start button

Click "Device Manager"

Click "Network adapters"

Click "Intel(R) Dual Band Wireless-AC 7260"

Click on the Power Management Tab

The top 2 "allow" boxes should be checked.

Allow the computer to turn off this device to save power

Allow this device to wake the computer

The indented box should be unchecked

The only solution I've found that worked. Thank you

Ok.  I am having the same issue.  Computer won't shut down (light stays on) after updaing to windows 10.  Mine might be something different but I need some help.  When I shut down the computer light stays on and then after about 2 min it kinda reboots and then in the lock screen I can choose shut down and the computer will shut down properly.  Is this something different?  Also, I looked and I don't have IME.  I have a HP Stream 13.  Thanks.

My earlier solution works only some of the time - I plan on contacting Microsoft again.

finally we the customers are suffering from this problem . neither HP, nor microsoft or INTEL cares . the big mistake we had done is upgrading to windows 10.  otherwise we are happy with windows 8.1 .  the only solution for this problem is bios update HP is still did not come up with its latest BIOS update .

Dear All

Please go to Manage-Device Manager-System Devices-Intel Management Engine Interface.

Uninstall the driver (v11xx).

Download IMEI v9.5 from Intel Support https://downloadcenter.intel.com/download/23746/Intel-ME-9-Management-Engine-Driver-for-Intel-NUC

Install this driver-Reboot.

All Windows 10 Shutdown and Sleep problem SOLVED......(verifed)
