Welcome to HP Forums, this is a great place to get support, find answers and tips.
Thank you for posting your query, I'll be more than glad to help you.
I understand that your HP Pavilion 15-p029tx Notebook PC does not power off after shutdown.
This issue could occur if the power options are set to Hibernate instead of shutdown.
Let's go through a few steps to resolve this issue.
And here's the step by step guide for you in the link: Managing Power Options (Windows 10)
Let me know how this works.
You have a good day ahead.

Thank you for your reply, I'll be more than glad to help you.
I understand that the issue still persists after following the steps provided in the previous interaction.
This issue could occur if you have not selected the shutdown option in the "Power and sleep button and lid settings" dropdown next to "when I press the power button".
Please follow the steps provided below:
1. In Windows, search for and open Power Options.
2. Click Choose what the power button does.
3. Click Change settings that are currently unavailable.
4. In the "Power and sleep button and lid settings", next to "when I press the power button" dropdown, select shutdown below "On Battery" and then click on Save changes.
Let me know if this works.
You have a good day ahead.
