Your PC ran into a problem and needs to restart: windows 8.1 clean boot install

I CURRENTLY have NO OS on my system do to the fact that I had a different issue installing windows 10.
I am trying to install windows 8.1 on my system from a USB. I used the windows media creation tool to make by USB bootable but still had to change my settings to 'legacy boot' in order for the usb to be detected and booted to.
First I will get the windows icon and the spinning dots
then this screen appears and i click next
and then this screen appears and I click install
and then it will say "setup is starting"
and then i get this message and my computer restarts
and then the process starts over agian
Please help!

What is the full model name, product number of your laptop?

Why are you reinstalling Windows?
Tap away F2 key as you power on laptop. Do extensive hard drive and memory test. Let it finish.

I have exact same laptop and I have never had this problem with updating to Windows 10. If you do, you could try a recovery. Here's the link: http://hp.dezide.com/ts/start.jsp?guide=HPSystemRecovery.net§ion=ccweb&SFS=tdoc. If it doesn't work, I'm very sorry. Since I never had this problem, I don't know of any other way to fix it. Also, in the operating system area, since it came with Windows 8, select Windows 8.
