HP ENVY m6 Notebook C
Microsoft Windows 10 (32-bit)

I have a blinking circle next to my pointer which causes part of the screen to blink.  In some areas, I cannot fill out questions without holding down the shift key.  I don't know why it started doing this.  It follows y pointer around over the screen.  How do I stop this?

I understand that you facing issues with your HP ENVY m6-p000 Notebook PC wherein you get a blinking circle next to my pointer which causes part of the screen to blink.

 

This issue could occur if the drivers are not updated.

 

Let's go through a few steps to troubleshoot this issue.
