Hi. So I have been searching the forums for f2 and f3 problem solutions and I havn't found anything for the windows ten system and I figure that it is pretty specific. Anyways, I cannot adjust my screen brightness at all and I have tried restarting and pressing the fn with the f2 and f3 key(individually of course) and nothing seems to be working. I have also gone into my settings to see if I could resolve the issue that way or change the brightness that way and could not. Some assistance would be much appreciated because this is a highly annoying issue.

Did you install the W10 graphics driver from your notebook's support and driver page?

 

Normally if the brightness is stuck on maximum, that means the graphics driver is missing.

 

This package provides the AMD High-Definition (HD) Graphics Driver and Catalyst Control Center for supported notebook models that are running a supported operating system. For notebooks with switchable graphics modes, this package includes drivers for both graphics processing units (GPUs). Switchable graphics enable users to switch between a power-saving graphics mode (normally used under battery power) and a high-performance graphics mode. If high-definition multimedia interface (HDMI) video output is supported, this package also installs the HDMI Audio Driver.

In my case, my video or display adapter was Intel HD Graphics (not AMD), and I had reinstalled the latest driver a few times. Intel Graphics Properties / Display, Color Settings was able to change brightness with slider, but F2 F3 Brightness hot keys and Win10 controls were not working. ALL other Fn keys had already been working just fine.

 
Finally, I was able to get back to good working order by doing the following:
 
Using Device Manager, Control Panel. Keyboards device, RightClick Uninstall on each device, including the driver.  I also uninstalled Display adapters, make sure you check box "Delete the driver software for this device".  After restart, return to Device Manager, right click or double click each of the previously uninstalled devices, then Update Driver, use the "Search Automatically for updated driver". Restart a second time if needed.
 
Check your F2 F3 Brightness and and Windows 10 Settings, Display "Adjust Brightness Level" options are functioning. 
 
I had previously updated all HP Drivers, but without resolution, but after the above process to correct, I could then finally install the latest HP HD Graphics driver,  and finally NOW F2 F3 continued to work! Since I am in love with the price performance of a Dec 2015 HP Pavilion x360 I had purchased with Win10 pre-installed, I was very relieved with this solution.
