Hi,
It uses IR signals and works like many TV remote controls. All you need is to:
- Open Windows Media Center, Quickplay, or InterVideo Home Theater software before using the remote. The remote is only designed to function while these programs are running.
- Keep the remote within line-of-sight of the laptop's infrared port and not too far from the laptop.

Assuming you are still running Vista on that older notebook, AND that you have the Media Center installed and working, then the remote may work with the Media Center program set.
How to Troubleshoot a Remote Control for an HP DV6000
If you are running XP on the notebook, then the device may work with the TV tuner driver -- unknown if there is a relationship between the device and the driver or not.

Commentary
If you cannot get the remote to work, then remove any battery that might be inside it and put the remote controll device in a drawer where you cannot see it.
