Firstly I used windows 8.1 and "hp CDDVDW SU-208FB" drive device works well. but after installing windows 10 I can't write DVD/CD disks but it reads disks how can I fix it? P.S. When formatting as a flash it is running and at the end of formatting gives a screen error with "OS can't format disk". Thank yo for your answer!

What software are you using to select files to be written to a "blank" DVD-recordable disk?
What error-messages, and when, do you get when you try?

For the second question : error message: disk can not be formatted by OS - I translate it into english - my OS is russian
I think this is maybe with trouble driver? Because when I used windows 8.1 there was no problem with recording, but after getting windows 10 I get stocked with this problem(

Did you select the software's "verify" option, to immediately read back what it wrote?
If you take a close look at a "burned" CD/DVD, you should see a visual change in the area that has been written.
So, write about 2 GB onto a 4.7 GB DVD disk, or about 350 MB onto a 700 MB CD-recordable disk, and take a look.
If you cannot see any difference, then the laser inside the device has failed -- it is not "burning" the surface.
Replace the unit.
Earlier:

Replace the unit -- though it tried to write, when it is "verifying" the completion of the formatting, there was nothing written.

The next suggestion would be to try a different CD/DVD writer -- easy to swap-out/swap-in for a desktop, but sometimes much more difficult with a notebook computer. Can you try this?
It may be possible to remove the device, and connect it to a desktop computer, and then try to burn a disk.
Or, what do you see when you burn a half-full disk, and then look at the media?
If you cannot see any difference, then you have a "hardware" problem -- the laser is not "burning" (which takes more electrical energy than when "reading") correctly.
