Hi @learandy,
Welcome to the HP Forums!
It is a terrific place to find answers and tips!
For you to have the best experience in the HP forum I would like to direct your attention to the HP Forums Guide.
How Do I Find My Model Number or Product Number?
I understand that you have an Envy x360 and when you flip it into tablet mode tapping into an editable field does not launch the on screen keyboard.
When you flip it into tablet mode and touch the editable field, if you look in the lower right corner do you see a small icon of a keyboard? If you do then touch it and the on screen keyboard will pop up.
Have you done all your Windows updates?
Have you ran the HP Support Assistant to assist with updating HP software and drivers?
Have you ran the Windows troubleshooter?
If you would like me to research this further for you please provide your exact model of the Envy x360.
Thank you for participating in the HP Forums! We want to help you as well as others who may experience a similar issue as you. Please consider marking the post that resolves your issue as "Accept as Solution" to help other community members!

Hi @learandy,
Thank you for the update.
As you have done all your updates and I assume you ran the Windows troubleshooter and nothing was detected, I suggest contacting HP support for assistance. They can remotely connect to your notebook to help determine the issue and how to resolve it.
Please contact HP support at Contact HP Support
Good Luck!
