Hi
all the reset this pc options only work up to 2% after that it undoes what it as just done. there isn't a system image to recover. start up repair wont work.
When i start up the laptop it immediately goes in to recovery and it seems to be in a loop.

May I have the exact model name of the product? Refer to this document for steps to find the product details. Do not share any of your personal information such as serial, phone number, email ID, etc.
While you respond to that, please try Windows Media Creation Tool.

@chris611 If you don't have an HP Recovery media and have attempted reset using the windows troubleshooter or a retail copy of windows, you'll need to order a recovery media: Click here for steps.
