I am locked onto a screen and cannot use either the touch pad not a pug in mouse. My compute is stuck on this screen even if I force it to shut down. When it come back on, the same screen appears. Help! Thank you

For the touchpad, you can double-tap on the uppler-left corner of the touchpad are. this should either disable or enable the use of the touchpad.
As far as the external mouse not working, we would need more information to help determine why? like what OS are you using? if you upgraded, did you install the latest drivers available?

I know your post title asks about unlocking the touchpad, but it seems from your description that your computer screen may be frozen. However, I'm not sure if it is frozen in the OS or the BIOS level. What does the screen look like?
Regardless, you may be able to recover or boot normally to the OS by performing a hard reset on the device. This is not like a hard reset on a phone. Your data should still be intact. This will just drain all power from the system board (more so than just a regular shut down).
To do this, unplug your computer, take out the battery, and remove it from all other power. Then, while it is disconnected from power, press and hold the power button for 30 seconds. After the 30 seconds, plug it back in and try to power on normally.
If the computer is still frozen and the mice will not respond, try using your keyboard functions, and see if the unit is responding to touch at all. if not, you may be dealing with a hardware issue, and it may be best to call into the HP Elite Support line at 1-866-627-1175.
