- what does core i5 @1.6Ghz 2.3Ghz mean

i have tried comparing with other pcs but on other laptops these values are the same e.g core i3 @2.6Ghz 2.6 Ghz.
my question is the 2.3 just a figure to look at or is there anythibg i can do to boost it to operate at 2.3Ghz so that it becomes (core i3 @2.3Ghz 2.3Ghz??

Could be Intel Turbo Boost technology. Here is more information about Intel Turbo Boost How Intel Turbo Boost Works [Technology Explained]
You can change power management setting to maximum performance to force max CPU speed but will decreasing running time when in battery mode.
