I am trying to print 5x7 photos without a border. I have tried from the hp smart printer app and a window computer. I selected borderless, fill page, 5x7 glossy photo paper, and I am using hp 5x7 photo paper. I have wasted so much paper trying to print. I even tried a different picture to make sure it wasn't a problem with the picture. The ones I tried to print are professional pictures that I have copy rights to. I can print 4x6 with no issues. Just not the 5x7. I am using the hp envy 5540

Overly complicated and not entirely useful
Short Answer:
5x7 inches is not listed as supported for Borderless printing.
Were it mine to do, I'd print the photos on larger paper at 5x7 and use a decent paper cutter to trim the edges.

As of the moment, I've not found anything else that makes enough difference to be worth the effort.
At some point, should the issue be "show stopping" , perhaps consider a new printer that supports Borderless printing on 5x7 inch photo paper.
Reminder
Although printer software is generally much smarter today than it was years ago, not all printers support Borderless -- compare models and choose wisely.

I agree it does not make sense.
The only information I have is that provided by the documentation.
That is not an excuse -- it does limit the information I can provide.
I also agree that 5x7 is a standard "Borderless" size.
?
I wonder if the printer is unable to comply.
Check / Adjust the Tray and Paper Settings -
Check the Printer Control Panel right after changing the paper size or opening / closing the tray
OR
Use the Embedded Web Server (EWS)
Open
Load Paper - Starting on Page 10
Step #4
Next,
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Settings > Preferences > Tray and Paper (Management)
Select / Adjust settings for Paper Size / Type
Model and EWS version Dependent: Advanced section
Click Apply to save changes

Note that the details - paper sizes / types supported - might be different for your printer

I could have sworn I have printed 5x7 without a border before because I print kids school pictures for my parents. I don't have a computer though. Mine broke and I couldn't justify buying a new one when I only use it a could times a year.

Sure - not everyone needs a computer in today's world.
I don't know why the app is telling tales, unless the borderless should actually be working in spite of the specifications saying otherwise. ?
You don't need a computer to access EWS - just the printer on the network and a cooperative browser.
If the printer can do what you want, both printer (EWS) and job setup must agree as best can be done.
