This is a paper jam error, specifically, paper detected in printer when powered on. Really the only 2 causes are an actual bit of paper left in the machine, or a broke/failed sensor or sensor flag. You need to check the entire paper path closely. If this error started after removing a jam, damage may have occurred while removing the paper.
