Based on the description, if the pickup roller shaft on the HP LaserJet P1007 is not completing its rotation and feels very hard to turn by hand after removing the relay, this usually indicates a mechanical hardware issue within the pickup or drive assembly.

Because of that, the best course of action would be to visit an HP Authorized Service Center so a trained technician can inspect the printer and resolve the issue.
