When using letter size papers to PRINT with the HP135W, the printer feeds the papers in immediately one after the other, but when using 7"x9" paper, the printer feeds them 10 seconds after the other why is this?

That is normal. It's to prevent printer overheating, because a paper takes a lot of heat from the printer when fusing, and smaller paper can't take so much heat as large paper.
