says paper jam, also cycles it is shutting down, won't shut down unless I unplug. Wil not print.

Hp6978, have had little over 2 years.  Says paper jam.  No jam, did the required steps several times.  It also won't turn off with power button.  Have to unplug to turn off and on.  There is a double click noise (didn't notice before), as it tries to get itself back into printing mode, and then again says paper jam.  This is the 2nd printer I have had in less than 5 years.  Is it time to buy another?  I won't go with hp this time.  I even added all new ink in case this was an issue - HP ink.
