If you perform a factory reset, that will clear all your data. Physical disposal will depend on local options.

The printer won't even go on but my specific question is does HP have a printer recycling program where I can send the printer back to HP where they can recycle the circuit board and the plastic parts etc

Apologies for jumping in unannounced.

I believe this to be true according the last time I checked:

USA:  Recycling by HP for consumer grade printers is not offered.

The laws in some countries differ, of course.  We (USA) are not yet as strict as some regions.

I'm not aware that any city or metropolitan area in the USA has managed to pass a binding requirement of this type for a multi-national company.

Check here - see what the latest information says on the subject:

Sustainability – Business Systems / Devices - Recycle

HP collects used products for resale and recycling in 73 countries and territories worldwide

Product Returns – USA

Includes Chat (where available) and phone number contact

What else?

USA - Urban and Metropolitan areas

Many communities do support and provide various e-waste recycling operations.

In some metropolitan areas, you might be able to find someone who will pick up devices you want to recycle.

Search the net to see what is available in your area - might be one or more e_waste recycle companies or maybe none at all.

Most of the time, we've had to haul our own stuff to the place where it can be recycled.

Some charitable organizations will take printers - and then take care of the rest for you.  I'd call first - in my opinion, it would be rude to dump a dead printer on a charity group unless they actively support taking devices for recycling.

Thank you for participating in the HP Community.
