I too am unable to download the HP Smart app from the Microsoft Store using Windows 11 on a brand new computer.
The program shows as "Owned" because I owned it on my Windows 10 computer ... It downloads but then stops and says there is something wrong at "our" end, but no idea if that means HP's end or Microsoft's end.
Meanwhile the printer is working fine ... but I have no way to check ink levels, and I don't know if the printer is sending signals to my Instant Ink account so it knows when to send me ink.
Is the program actually compatible with Windows 11?

Welcome to the HP Support Community
I understand you are unable to download HP Smart App for HP Printer. Not to worry I will help you to get a resolution to resolve the issue.
To answer your question: HP Smart App is compatible with Windows 11 and if there is no connectivity issue then the printer will be communicating with HP Instant Ink Server.
To check the ink levels you may visit you HP Instant Ink Account as well.
To assist better:
- May I have the exact model name of the product? Refer to this document for steps to find the product details. Do not share any of your personal information such as serial, phone number, email ID, etc.
While you respond to that, Let's perform a power drain:
- With the printer turned on, disconnect the power cord from the rear of the printer and also unplug the power cord from the wall outlet.
- Remove USB cable, if present.
- Wait for 2-3 minutes, press and hold the power button on your printer for about 30 seconds to remove any additional charge.
- Now plug back the power cable straight to a wall outlet without any surge protector or an extension cord (This is important) and then plug back the power cord to the printer.
- Turn on the printer and wait till warm-up period finishes and the printer is idle
Update the printer firmware
- Click here to download and install the latest printer firmware from your product
- Click here to know different methods of updating printer firmware.
If the issue persists, then please try the below suggestions:
- Install all the available Windows updates
- If it is been a while since you updated your Windows, that is the main reason why Windows says your HP printer driver is unavailable. Here are the steps how to do a Windows Update to install all accessible operating system update.
- If you are accessing Windows 10, then these steps are for you.
- Hit the Start menu and write an update. After that, click on the “Check for updates” option.
- Tap on the “Check for updates” option.
- After clicking on that option, Windows will install the updates automatically.
- When Windows completes all its updates, start your computer again and attempt to print a file to check if your printer works.
- Reinstall HP Smart
