I want to purchase an M776DN for my company that is CMMC Level 1 compliant. I have been told that an HP M776 is a compliant device, but I am having a hard time finding documentation that supports that. Specifically, I the device needs to have FIPS validated modules for any data at rest or in transit. I was able to find the FIPS certificate for the hard drive, but nothing for data in transit.

Is there any person and place I should be checking with to get this information?

Contact an HP Printer Partner who specializes in Enterprises products like the m776 and they should have an HP Partner manager who can get that information for you. In terms of FIPS drives, most devices do not ship with the FIPS drive, it is an option. In terms of encryption when printing, using the HP UPD or Smart UPD drivers will enable you to turn on end to end print job encryption.
