Hi! @Dennis77650, Welcome to the HP Support Community.
As the printer is very old and an obsolete product there are no printer drivers available from HP.
However, you can try the steps recommended below and check if it helps.
Uninstall the printer from root level on your PC and install the built-in drivers.
In Windows, search for and open Programs and Features.
Select your HP printer.
Select Uninstall.
In Windows, search for and open Devices and Printers.
In the Devices and Printers window look for your HP Printer. If you see it listed, right-click on it and choose "Delete" or "Remove Device.”
Open up the run command with the "Windows Key + R" key combo.
Type printui.exe /s and click OK.
Click on Drivers tab.
Look for HP Printer driver. If you see it click on it and click remove at the bottom.
Select OK.
Select Apply and OK on the Print Server Properties windows.
Close Devices and Printers.

Also, try the steps recommended below.
After the uninstallation of the printer software install Deskjet 990c drivers from Devices and Printers on your PC and check if it helps.
Install the built-in print driver over a wireless or wired (Ethernet) network connection on a computer with Windows 10 or Windows 8.
Search Windows for devices, and then click Devices and Printers in the list of results.
Click Add a printer.
Select printer is not in the list, continue to the next step.
Click Next.
Select the port to be used by your printer, such as 'USB001' for a USB connected printer, and then click Next.
Click Windows Update, and then wait for the print drivers to update.
Click HP, Hewlett-Packard, or Hewlett Packard in the Manufacturer pane select Deskjet 990C driver and click next to install the printer driver.
If the issue still persists after trying out the steps, it's time for you to upgrade the printer to a new one.

I am using this printer with a windows10 driver. One big drawback is that whenever Windows10 updates, the driver which appears to be part of the windows10 operating system stops working and your printer goes offline. You then have to wait for hopefully the next update to restore the printer driver. So unexpectedly your printer will go offline and sometimes you can wait at least a week before the next update restores the driver. Very frustrating, l had no idea what was happening first time this occurred and spent ages deleting and reinstalling the Windows driver even went as far as reloading windows before I twigged that the driver problems coincided with windows updates. Consequently I can't recommend persevering with the 8450 as it is simply too much trouble unless hp can be persuaded to reissue a driver for windows10. A pity as this is still a good printer also hp need to reissue the photo grey hp100 cartridge. Bottom line is hp dont seem to be interested nor do hp make any photo printers anymore, l will be going back to Canon.

A driver is available from windows10 and it works well, however I have found there is one big snag. Almost every time windows10 updates, the printer stops working due to the driver being missing why I'm not sure but it is almost like the windows drivers are part of the windows10 operating system. Took me ages to work this out I even reinstalled windows in desperation before I twigged that every time the printer stopped working it coincided with an update. You just have to sit it out and wait until windows updates and hopefully next time the driver will be included. Very fustrating as you can be without your printer for a week 10 days easily.
i dont know why hp stopped supporting the 8450 as it is a great printer they dont have anything near as good today. Still if hp are not interested why should microsoft provide cover.
Forces you to buy another printer and guess what it wont be an hp model.

I have had my 8450 for the better part of 15 years. Best, most reliable printer I have ever owned. Windows 10 is killing me though. 2019 Dec printer is working great. January 2020 and now printer shows up unspecified. PLEASE HELP!!! I have no idea what to do. Windows 10 recognized the 8450, downloaded a driver but the printer is not recognized as a printer. It now shows up in the unspecified area of devises.
Please look further down the post thread. I have been able to not just fix the unspecified issue but the offline issue as well with the 8450 printer pertaining to the Windows 10 updates that are causing these issues.

I ended up with the same problem, for a time the windows10 driver worked fine, then suddenly it would stop working. Eventually I realised the printer lost the driver most times there was a windows10 Update. Nothing could be done until another update came along and sorted the problem and your printer would mysteriously work again.
Given up and moved to Canon was the solution. A great pity as HP had a really good 9 ink printer for photographers but could not be bothered supporting it.

Fix for people with HP Photosmart 8450. My printer like so may of you would start and stop working with the Windows 10 updates that come out about each month. Well I finally got my printer to work and how I did it was I stopped using the USB and used the Ethernet network cable. I ran my cat 5 cable to my router. Then I step by step followed this video posted on Youtube.

and there you have it my printer now works!!! Man oh man when I hit test page and my printer came to life. YES!!!!!No more printer offline and no more unspecified device. I am so happy. Not sure I will get another 15 years out of my printer but hey I love this thing and it has been ROCK solid since 2004!!!!

I hooked up the HP Photosmart 8450 to my Windows 10 Pro laptop instead of the Windows 10 Home laptop that I was trying to hookup to and everything works fine now. I can print to the printer with the pro version and once I shared the printer at the pro version laptop, I can print from the Home version laptop! Thank goodness.

I couldn't find a solution with my printing issue. My old Photosmart 8400 series from HP didn't like Windows 10. Happily I found your post ! Fantastic ! It works !
So if you (anybody) have this same problem : First unplug the USB cable and plug in an Ethernet cable on your printer. I've switched on the printer and followed step by step this video. And it works !!! Yay !!!
