I cannot install HP OfficeJet Pro 8710 on a HP laptop. my 8710 is set up as a network computer Hardwired) with a static IP address. I have other computers, tablets, phones that can print . Most computers are using Windows 10 and all have current updates. Android and Apple phones can b oth print with apps.
When trying to install printer using HP Smart, it looks like it has installed but when I look at printers and devices there is a message Driver is unavailable. Installing using the TC IP address I have to get windows up for printers and the final result is the message: . "Print driver was not installed. Element Not Found".
Wen trying to install just using the add printer function, the scanner installs put not the printer.
I tried installing using a USB cable but I just get the scanner installed but not the printer.
I have deleted each printer and scanner, turned computer off and back on, used the printui.exe /s to remove drivers and software. Uninstalled HP software. Used troubleshoot printer problems, used HP
Easy start, HPPPSdr, cleaned and defragmented registry, Run Norton utilities, Spybot Search and Destroy, Malwarebytes, etc. installed HP's OJ8710_FULLWEBPACK_40.12.1161.
Any help would be appreciated.

Please right-click the start menu and select System, scroll down and let me know the exact listed Version of your OS.

thanks for sharing the info with us.
It seems like the driver is not uninstall properly.
Could you help to try the following:
- Uninstall the SW/driver from the Control Panel\Programs\Programs and Features. U could refer this support doc: https://support.hp.com/sg-en/document/c02259020
- On the magnifying glass at the bottom left of your PC, type in: Printmanagement.msc
- On the left hand side of the panel, you will see 2 folders "All Printers" and "All Drivers"
- Remove your device HP Officejet Pro 8710 completely from these 2 folders.
- Next, reinstall the driver/app of you preference from https://support.hp.com/sg-en/drivers/selfservice/hp-officejet-pro-8710-all-in-one-printer-series/790...
- Ensure latest KB is installed. In the magnifying glass at the bottom left of your PC, type in "Check for updates".
