How can I get my printer to print without an All-in-One Plan? Do I have to pay $6.99 a month to have my wireless printer to print?

Instant ink is not a mandatory program but if you were enrolled and cancelled you will need to purchase retail ink cartridges in order to be able to print. Cartridges supplied under instant ink only work while the printer is covered by a valid subscription.
