Hello, @Dedricmrob1 - Hope you are well 🙂
Allow me to welcome to HP Support Forums! It is a great platform to get help from the community, get suggestions and find what has worked for others!
Going through your post, I understand that your scans are blurred while using the Officejet 8720 printer. To assist you better, I need to know the operating system on your PC. Also, I need to know whether the printer can make a "Photocopy" or not.
Place a document face down on the scanner glass and press the copy option on the printer control panel. Let me know if it makes a good copy or not.
If the copy also comes blurred, then try a printer power drain to try and fix the issue:
- With the printer turned on, disconnect the power cord from the rear of the printer and also unplug the power cord from the wall outlet.
- Remove USB cable, if present.
- Wait for 2-3 minutes, press and hold the power button on your printer for about 30 seconds to remove any additional charge.
- Now plug back the power cable straight to a wall outlet without any surge protector or an extension cord (This is important) and then plug back the power cord to the printer.
- Turn on the printer and wait till warm-up period finishes and the printer is idle.

Thanks for the update 🙂
Since the copies are coming out good, the printer hardware seems to be fine as well. The issues seem to be with the scan drivers on the PC. You have not yet replied with the operating system to provide you with specific steps, still please try the steps listed below and check:
Windows:
- Unplug the USB cable from the printer and computer if present.
- Go to Control panel – Programs and feature – Select all the HP Officejet printer entries and uninstall them.
- Restart your computer.
- Now click on http://hp.care/2pBTrGh to download and install the printer drivers.
- Connect the USB cable if prompted and follow the onscreen instructions to complete the installation.
MAC OS X:
- Click the Apple menu icon, and then click “System Preferences”.
- Click “Printers and Scanner” / “Print and Scan” or “Print and Fax”.
- Right-click the blank space in the Printers list, and then click “Reset printing system”.
- Click “Reset” in the confirmation window.
- Enter an administrator username and password, and then click “OK”.
- Wait until the printing system is reset and no devices show in the Printers list
- Restart your computer and then go back to System preferences – Printers and scanners.
- Click the “Add button” (+).
- Find, and then select the name of your printer from the printer list, and then click “Add” to add your printer.
- Click “Print Using...”, and then select the name of your printer (By default “Airprint” would be selected)
