I'm getting this message after getting new ink put into my cartridges at Costco. I'm using the same cartridges...

See the document here for information.  I would suspect the cartridges you took in were switched in the process.  I would suggest returning them to Costco.

I checked the Costo sticker on the cartridges and the previous fill date on them matches receipts I was able to find in my files, so that doesn't appear to be the reason.

What is the original date on the cartridge?

Sept. 2015.

I tried un-installing then re-installing -- same error message.

Costco replaced the chips to see if that would fix this, no luck.

Is the message on your computer or the printer's front panel?  Which cartrdige(s) are indicated as an issue in the message?

printer front panelis where the message is. When I run HP Printand scan doctor, it says there's an ink issue.

I re-filled all 4 cartridges but the message reads exactly: " Cartridge is for older generation of printer."

In other words, it doesn't stipulate a particular cartridge has an issue. Also, in the printer web page, all 3 colors are showing as empty and the black ink level as low. Its kinda showing the previous ink level where I was then forced to get new ink in the cartridges because i couldn't se anything on the paper when I printed...

I am out of ideas on this.  If the chips on the cartridges really were replaced the ink levels should have been restored.  (It would not have made sense to replace the chips with chips from previously used cartridges).  At this point I suspect you will need to replace the cartridges.
