Hi,
Power light blinks if the printer is processing any print job or busy with maintenance (cartridge cleaning etc.,).
Please try a hard reset and then check.
1. Turn off the printer using the power button
2. Unplug all the cables (power cable and usb cable ) from the printer
3. Wait for 30 secs
4. Connect back the power cable
Power light might blink in the startup from 30secs to 60 secs as the printer will go through a normal maintenance routine.
For the printer printing slow, it could be due to various reason first to check the hardware try printing a self-test page by following the below steps:
1. Load unused plain a4 paper on the printer
2. Press and hold the power button and then press the Cancel button(with X mark)
3. Let go of the cancel button and then the power button
Printer will print a test page, check the time taken to print the self test page.
If it is less than 30 mins then there is no problem with the printer and the issue could be something else like the document you are printing is too big or issue with the driver or application you are printing from.
Also check the below documents for understanding the meaning of different lights blinking:

Try the above steps and let me know the result.
